He knows one who pray to or remembers Him. He is Omni present and Omniscient. The point that is probably stressed here is that one who is determined to remember Allah (SWT), totally submitting to Him, can do so anywhere and anytime in case he is stopped from worshipping in Mosques or if Mosques are destroyed i.e. these evil deeds of the enemies of Islam cannot and should not turn away Muslims from Islam. “
