Did you not consider that (it is) Allah (Who) causes the driving of the clouds then the unification between them, then He makes them a heap, so you see the rain coming out of the spaces in between them, and He causes (the rain) to be sent down from the sky, from the mountainous volumes therein of coolness {2}, then He causes it to fall on whom He wills and turns it away from whom He wills, the flash of His lightning almost takes away the sights.
Allah (SWT) produces and causes the rain, snow, hail, lightning etc. to fall on whom He wills, He alternates the night and the day, He created all living beings from water. See Explanatory Notes. No.2 Chapter: 5 Verse 26, No.2 Chapter: 24 Verse 43.
The tremendous amount of water that falls down from the sky flooding large cities on the earth should make us realize that all this water before falling down as rain, was held up in the form of clouds, suspended in the sky. In the troposphere, the layer of atmosphere immediately above the earth, the temperature decreases with increase; in height. In view of this, clouds are mountainous volumes of coolness, the proof of this coolness is hail which falls down in the form of small pieces of ice and also snow fall.
