And He it is Who sends the winds (giving) good news before His mercy, and We send down from the sky clean water,
Allah (SWT) makes the rain to fall on earth repeatedly and thereby causes the growth of vegetation and gives drinking water to animals and human beings, but the majority of human beings does not accept this favour of His i.e. they are ungrateful.
